In the movies, billions of Tie-Fighters are shot to pieces by the
rebels. So I think the Tie-Fighters are crap and should have been
replaced by something better.
Because T.I.E. fighters are cheap and easy to make and maitian, no
hyperdrive no shields, just guns and a fast engine. Remember that the Empire
was all about intimidation, the more fighters you have the higher the
intimidation. Kind of like Cold War Era Russia, thier military was never in
great repair due to lackof funds but they did have a lot of tanks to scare
the subjects out of rebelling...

Also, they did make several models of the tie fighters, like the Tie
bomber and interceptors for different purposes. But you're right.
What's more frightening to having 10K tie fighters heading for your
base. Cheap and effective.
