Not a Jedi. A Senator.
Perhaps the OP was referring to Lei Organia, who has Jedi potential, but
in the post ROTJ novels has never had time to train properly. Most of
her time has been consumed in political work, including a stint as Head
of State.

But Bail Organa was not a Jedi, which is what this thread is about. Leia is a
potential Jedi who hasn't had time to develop her potential, so she would
qualify as an ineffective Jedi.
