Darth Sidious first got himself elected to the Senate from Naboo as
Palpatine. Then in Episode 1, Senator Palpatine got himself elected
Chancellor. In Episode 2, he then instigated a civil war as a pretext
for obtaining emergency powers, which he used to create a Clone army.
Then in Episode 3, he made himself Emperor and wiped out the Jedi. He
remained Emperor until Darth Vader threw him down a shaft at the end of
Episode 6.

How will the New Republic prevent such a thing from ever happening
again? What security measures will it implement to prevent any Dark
Jedi from infiltrating the government?
