At the Naboo funeral scene, the camera quickly flashes over Padme's mom,
dad, cousin, Sio Bibble, Boss Nass, the Queen and Representative Binks. All
good so far.
But where was Chancellor Palpatine?
I know he has a Death Star project to oversee but really, Naboo is his
homeworld and this is the funeral of a former head of state (ok, planet.)
Seems awfully disrespectful of him not to attend.
Hopefully, Lucas can fix this in the DVD.
Oh dear, a Sith Lord being disrespectful ... whatever next.
Good grief! :-\
But Papaltine would want the people of Naboo to think that he cares about them in
their time of mourning, so he would come to the funeral if invited. I believe
that the government of Naboo would invite Papaltine so that he wouldn't suspect
that the Naboo government knows that he's evil.

Besides, as others have already said and I repeated above, he had just
been through "an attack" by the Jedi and barely survived - or at least

How was Padme explaining her pregnancy to her friends, colleagues, and
voters?
She wasn't. She was hiding it and staying out of the public eye.
She wasn't really staying out of the public eye, she just wasn't
explaining her pregnancy at all.
Padmé has earned a reputation for boldness, but now she
is torn by choices she has made in her private life, and
she sometimes dreams of retiring into seclusion on Naboo.
However, her activist side is not easily suppressed.
DOUBLE LIFE
Like Anakin and Palpatine, Padmé is adept at hiding her
true nature. But she is unable to completely conceal the
facts of her pregnancy: the fullness of her figure and
her frequent distraction. Senatorial scandals are
nothing new, but Padmé's secret could destroy Anakin's
life as a public hero, and forever foil his hopes of
being named to the Jedi Council.
NABOO FUNERAL
Padmé's parents Ruwee and Sola, sister Jobal, and Queen
Apaolana, are told that Padmé was killed by the Jedi on
Coruscant. No mention is made of Padmé's pregnancy or
where R2-D2 and C-3PO are. An investigation into who
fathered the children would go against Naboo tradition.
Since Padme's family and the Queen of Naboo believe that Padme was
killed by the same Jedi who tried to overthrow and murder Chancellor
(and former Senator from Naboo) Palpatine, I believe that they would
definitely want Palpatine to attend Padme's funeral!

images, and often have Propaganda departments to buff up their public images.
I therefore believe that Emperor Palpatine should still care about his

Even if Palpatine did give a damn (which he doesn't), to everyone else
he has just been "attacked by the Jedi" and had his face badly
disfigured, he's trying to put the galaxy back together and tidy up
after three years of civil war ... nobody would expect him to go to a
funeral, no matter who it was. There's zero mystery or conspiracy as to
why he wasn't there.

That doesn't mean he can completely ignore his public image now.

Once the Death Star is fully operational, maybe he could afford that, but
that won't be for another two decades.

Even as late as the start of Ep4, the Impies clearly have some concerns
about public sentiment especially in the Senate. The fact that the Senate
still exists at the start of ANH is evidence that the Republic was too big
for Palps and his clone army to control right away. In addition, consider
the following:

- DV orders a coverup to make it look like Leia died by accident rather than
being rightfully arrested for treasonous activities. Why coverup rather than
make a public example of the consequences of treason? (You don't have to
reveal the existence of the DS plans for this.)

- "The Rebellion will continue to gain support in the Imperial Senate..."

And of course, even with all these precautions, it ended up not being
enough. I do recall there being this insignificant little subplot about a
rebel alliance growing powerful enough to cause Palpatine some serious
headaches in Ep4-6. Maybe Palps needed to pay a little more attention to PR
that he had.

it wasn't the legitimacy he needed, it was the enforcement of his
policies. he didn't have the resources to do this on his own until he
had the death star.

How reliable is palpatine's claim that the dark side can save lives? I
bet he was either lying or talking about making zombies.
I figure that a Padme zombie would be attractive to Vader, since she would no longer
be opposed to the Dark Side, having no will of her own.

I think that the people who organised Padme's funeral wanted to keep
Emperor Palpatine as far away from her as possible. They did not want
to risk him finding out she wasn't really pregnant anymore. Imagine
Palpatine being at the funeral and thinking: "Hmmm... I sense that her
child has allready been born."
However, I've read in another thread that Padme's relatives, and the Queen of
Naboo, were told that she had been killed by the same Jedi who tried to kill
Palpatine. Hence, they would have no reason to keep Palpatine away from the
funeral.
