CORRECT timelime. :-)

Over 20 years to build the first Death Star, and only 4 to build the
second Death Star.
A. There's only 19 years between Episodes III and IV, so "over
20 years" could be stretching it a bit.

B. Yes, 19 to 20 years to build the Death Star IS difficult to
believe, BUT is the Death Star we see in Episode III the real
Death Star from Episode IV or is it the prototype Death Star
from the EU.

C. We don't know when the construction of the second Death Star
was started - it is likely it was started before the first was
destroyed. The second Death Star was also only about half
finished (if that) when it was destroyed.

The 1st Death Star had already been partly built at the end of Revenge of the
Sith, so I figure that it had been started before ROTS.

When did the European Union get into the business of building Death Stars?
They thought it was a much better idea than letting Micro$oft anywhere
near it. :-p

Not really. It got destroyed pretty easily.
It didn't look easy to me when I watched it in the movie theater!

That's one of those areas where Lucas has changed his mind. Originally,
Luke was 20 and Leia was 18. Then we were told they were both 18.
Maybe Luke aged differently on Tatooine than Leia did on Alderaan?
It's possible that a desert planet with two suns ages a person quicker
than an Earth-like environment (which I presume Alderaan had based on
the two times we saw it: (1) The view from space just before Vader
blew the planet up, and (2) The brief glimpse we got at the tail end
of RotS.)
Or to get really technical, Tatooine completes 20 orbits in the time
it takes Alderaan to complete 18? Hmmm, who decides how long a "year"
is in a multi-planet society anyway?

LUKE: "Yeah, but in whose years, Yoda? I mean if you calculate how
many days are in the orbital period of Dagobah, and for that matter
how long a day is in the first place, well, now that I think of it I
could be older than you!"
YODA: "But relavisitic effects you forget, hmmm? Higher orbital
velocity bring time dilation. So, besides face Vader, a homework
assignment I give you, the time relativity between Dagobah and
Tatooine you must calculate. Gravitation warp from extra sun must be
considered. And all work you must show.
LUKE: "Nooooooo!"
Luke: Can I get my father's help with this assignment? After all, I'm going
to visit him anyway!

lifespans?
This doesn't explain any Luke/Leia age discrepancy but it looks to me like
people of Naboo ancestry age much slower biologically than other human races
- Padme seems to age only three years in the time it takes Anakin to age ten
in between TPM and AotC.
- And how else would 14 year olds routinely acquire the wisdom needed to
hold the job of Queen of Naboo anyway? Those must be pretty long years.
- Luke and Leia who are half Naboo only seem to age 20 years between RotS
and ANH, while Obi-Wan and Vader seem to age a lot more.
- TPM Palpatine is way older than any other ROTJ character we see (other
than Jabba, maybe) - still within the range of a "regular" human lifespan
maybe but still...
I saw Yoda in ROTJ, and I understand that he was 900 years old!

Yep, Yoda is the oldest character we see in Star Wars. Followed by some
of the Wookiees, including Chewie. I'm not sure where Yaddle fits in
the age lineup, she's much younger than Yoda, but might still beat most
of the wookiees.

I think people may have missed how long a year is in the Star Wars
calendar. I mean if it all happenned a long time ago in a galaxy far
far away, they could not have meant earth years right?
True. however in the Star Wars universe a year is the same length as ours.
