The Galaxy is what, say 50,000 light years across, right? How long
would it have taken for Palpatine's hologram to travel all round the
various systems of the Republic? Or am I missing something?
The holographic signals seem able to travel across the Republic almost
instantaneously. I saw no signs of any signal delay during the Jedi
Council's holographic conferences!

Probably not that long. His holorgams to people in the Outer Rim (like
Grievous on Utapau) were as normal as ones to people closer to
Coruscant (like Naboo and Gunray in Ep1).
And it looked like his messages were very specific to certain
commanders, at least in some cases (he mentions Cody by name, for
example - so that one wasn't a general message to everyone).
I'm sure there was one general message that went around for most clone
units, but in some cases he probably wanted to address certain
situations specifically.
Plus the homing beacon from the Jedi Temple was activated, telling Jedi
to return. So that means that Sidious couldn't deal with all the Jedi
out there.
During the various Jedi holographic video conferences, I saw no sign of
signal delay whatsoever, meaning that the signals can travel across the
Republic almost instaniously.
